|1||Preheat oven to 350 F.|
|2||Heat a non-stick pan and saute onions on medium high until clear.|
|3||Add garlic and saute for one minute. Add beans, pepper, and jalapenos to pan, cook and stir for about 10 minutes.|
|4||Transfer the contents to a bowl. In a seperate bowl, mash bean mixture until smooth, adding water if necessary to make puree smooth.|
|5||Place chips on a baking sheet. Spread beans, onions and pepper mixture evenly on top of tortilla chips. Sprinkle cheese and diced tomatoes. Bake until cheese melts, about 10 minutes.|
|6||Add additional toppings if desired.|
